Symptoms

While attempting to create Public Folder (PF) the following task fails:

Task name   
Create public folder 'Public Folder 1' (id=1000001)
Output  
Provisioning request failed. Error in 'SW Managed Exchange.CreateFolder'.
Exception calling "Execute" with "3" argument(s): "Cannot open mailbox /o=Provider/ou=Exchange Administrative Group /cn=Configuration/cn=Servers/cn=Hostname/cn=Microsoft System Attendant."

Error position:

Type: Parallels.Wpe.PowerShell.PowerShellException.

Cause

Limit for Public Folders has been exceeded in Active Directory forest.

Those limits are described in Microsoft Technet article: Limits for public folders.

We strongly recommend to monitor the total number of customers with public folders in an AD forest, and make sure it does not exceed 100.
