Symptoms
After update to PBA 5.5.4 the users whose role has only MANAGE_OWN_ACCTINFO_C privilege cannot create a new admin user/view its own details. Parallels Panel> Account > Account Settings in CCP results in:

No access rights granted to method
Cause
The issue is considered as a bug #PBA-55892.
Resolution
Update an installation to PBA 5.5.5 or above, where the issue is fixed.
