The following error is shown in /usr/local/psa/admin/logs/panel.log log:

DEBUG (7) [panel]: 0, script = usermng, version = 1.0, args=--add-user --user=sub861_21 --homedir=/var/www/vhosts/ --skip-homedir --shell=/usr/local/psa/bin/chrootsh --quota=10995116277760, stdin=, status=FAILED

PleskUtilException: Remote execution failed with code 255.

Too big hard disk quota value is set in the resource limits.

Go to Products > Service Templates > ..Template_Name.. > Reources click "Edit" and decrease value for the "Hard disk quota" resource.

Note: If you use PBA-S check "Hard disk quota" resource limit in the PBA-S hosting plan too.
