In PBA it is possible to configure reason codes (reasons given to customer by vendor on certain events like subscription/account cancellation, service start/stop, etc). Is there any way to add a different (not present in the default list) operation type?

No, this is not possible, only predefined operation types can be used, the feature request #PBA-51462 to implement the described possibility exists.
