Symptoms
Customer cannot assign the FrontPage service to a Service User due to the following message appears:
Impossible to add Front Page Service because resource limit is reached or IIS hosting is unavailable.
Cause
By default only one Service User can manage site in FrontPage.
Resolution
New Service User can be only added to a new IIS website without FrontPage installed.
