Provider cannot upload customized locale file in the POA Provider Control Panel at System Director > Configuration Manager > Internationalization & Localization due to the following error message:

Invalid input Incorrect or empty field value(s). Please retype info in the highlighted fields


  1. The customized locale file is encoded as UTF-8 with BOM (Byte Order Mark) characters.

    POA cannot parse locale file if it is encoded in UTF-8 with BOM characters, it can only parse file encoded as UTF-8 without BOM. This limitation was lifted in POA 5.5.

  2. The customized locale file is not a valid XML file.


  1. The problem is resolved in the POA 5.5. In the previous versions convert the customized locale file to UTF-8 without BOM characters.

  2. Use an XML validator to check validity of the customized locale file.
