Symptoms
The APS task Finalizing unprovisioning fails in POA 5.5 with the following error message:
Foreign key 'aps_service_instance_resources_fk0' violation

Cause
There is a defect in the POA APS Controller.
Resolution
Upgrade POA to 5.5.1 or a later version; the problem is fixed in 5.5.1.
Run the failed task after the upgrade.
