A Routing Override Agent should be installed on POA-managed Exchange Hub Transport servers to have messages sent from one tenant hosted in Exchange installation to another pass through anti-spam/anti-virus gateway in the same manner as externally delivered mail does.

If this functionality does not work, you may wish to enable verbose logging on the Transport Override Agent to get additional information for troubleshooting.

1. On each Exchange Hub Transport server in the 'RoutingOverrideAgent.dll.config' file (located in the transport agent installation directory, typically 'C:\Program Files\Parallels\PSA\Transport Agents\RoutingOverride') change the 'enableTrace' parameter from 0 to 1: <add key="enableTrace" value="1" />
2. TRACE mode makes Routing Override Agent to write messages into the Windows EventLog (Application) with source: Routing Override.

3. After TRACE mode was enabled in the configuration file reproduce the issue with email message not getting routed to AV/AS Gateway and analyze corresponding entries in the EventLog.

4. If TRACE logging does not start immediately, you may need to restart Exchange transport service.
