Hosted Exchange provisioning tasks fail in Parallels Operations Automation (POA) with the error message The WS-Management service cannot process the request as in the example below:

Provisioning request failed. Error in 'SW Managed Exchange.CreateFolder'.

Exception calling "Execute" with "3" argument(s): "Connecting to remote server failed with the following error message : The WS-Management service cannot process the request. The system load quota of 1000 requests per 2 seconds has been exceeded. Send future requests at a slower rate or raise the system quota. The next request from this user will not be approved for at least 225588208 milliseconds. For more information, see the about_Remote_Troubleshooting Help topic."

As a result, customers cannot create Exchange mailboxes or public folders.


The problem is caused by Windows services malfunctioning on the Exchange server in question. The exact server is mentioned in the task's properties by ID.


Restart IIS using the iisreset utility, or restart the MSExchangePowerShellAppPool IIS application pool on the problem Exchange server using IIS Manager.

The problem Exchange server can be found in the failed POA task properties - look at the the Destination host_id parameter.
