Task for provisioning Windows hosting service through Windows Provisioning Engine (Exchange 2010, Sharepoint Foundation 2010) fails with the following error message:
A connection attempt failed because the connected party did not properly respond after a period of time

There are issues with WPE (Windows Provisioning Engine) package on the corresponding host.

First, try to find any recent tasks for WPE package installation in POA Provider Control Panel at System Director > Task Manager > Background. Check all kinds of tasks - scheduled and cancelled. Try to find tasks containing 'Install service-WindowsProvisioningEngine' in its name.

Most likely some of these tasks scheduled during recent POA upgrade failed and as a result WPE package does not function properly.

If you found failed/canceled tasks to upgrade WPE package try to resolve the reason of failure and re-run the tasks.

Some details of the error can be in the failed task output, some others may be found in the installation log on the WPE server: C:\Program Files (x86)\SWsoft\PEM\Logs\WPE(<package_version>)-install.log
