After Ruby on Rails resource was disabled on a domain it cannot be enabled again.

This is caused by H-Sphere disabling the resource for this user but not actually deleting the files from the file system on corresponding web server.

To enable Ruby on Rails on such domains it is needed to manually delete ruby folder from the server, the path looks like /hsphere/local/home/$USER/ruby/$DOMAIN, where $USER is username of the account and $DOMAIN is the domain where the resource should be re-enabled.
