Problem is actual for containers based on Windows Server 2008.

This task may be a part of VPS creation task set, so VPS will not be fully created.

The reason of problem is too weak password which POA is trying to set as Administrator password in a container. Windows Server 2008 has strict password policy requirements.

See Knowledge Base article Unable to set administrator password for a PVC container due to policy requirements for resolution.
