Information
A cached Virtuozzo containers template (file.efd) should be deployed on a Virtuozzo containers server in order to use it in one or more VEs. Deployment is similar to archive extraction. A template can be deployed on the Node and added into the list of available templates from the Command Line Interface (CLI).

Resolution
Copy template.efd to your %VZROOT%\Templates\__cache directory(Replace "%VZROOT%" with the actual folder path to Virtuozzo data, "C:\vz" or other path specified during PVC installation). From a Command Prompt window, issue the following command:
vzpkgdeploy -i template
Note: Use the filename of the template without the .efd extension when running the vzpkgdeploy command.

C:\>vzpkgls
panel-11.5.30.0 20130805.08
windows_2008r2_ent_sp1-6.1.7601 20110628
panel-11.0.9.0 20120609.18
C:\>vzpkgdeploy -i panel-11.5.30.0
Installing template panel-11.5.30.0...
