When buying a license, all Office 365 resource rates included into service plan are shown in
UX1 > Office 365 > Licenses with "Preparing Service" status.
The issue is caused by incorrect filtering of resource rates by Office 365 application in UX1. Software-related issue #APSA-20630 was submitted to Developers.
